CRBC Holds 2nd Session of 5th Staff and Workers’ Congress and 2026 Annual Work Conference
Date: 02/13/2026On February 10, CRBC held the 2nd Session of the 5th Staff and Workers’ Congress and the 2026 Annual Work Conference in Beijing. Song Hailiang, Party Secretary and Chairman of CCCG, attended the conference and delivered an important speech. Also in attendance were Chen Zhong, Member of the Standing Committee of the Party Committee and Deputy General Manager of CCCG, and Lu Jun, Member of the Discipline Inspection Committee, Deputy Chief Economist, and Director of the Corporate Administration Office (Party Committee Office and Board Office) of CCCG. Du Fei, Party Secretary and Chairman of CRBC, delivered a speech on behalf of the Party Committee of CRBC, and Wang Lijun, Deputy Party Secretary and President of CRBC, presented the work report on behalf of the management team.

On behalf of the Party Committee of CCCG, Song Hailiang extended congratulations on the convocation of the conference. He also fully affirmed CRBC’s efforts in implementing CCCG’s strategic plans, shouldering responsibilities and missions, overcoming difficulties and challenges, accelerating the high-quality coordinated development of overseas businesses as a priority, and securing breakthroughs and high-quality growth in its global overseas business layout. He pointed out that as a comprehensive platform for CCCG’s global development, CRBC has remained committed to deepening its overseas footprint over the past two decades since its establishment. It has made substantial contributions to business performance, market expansion, and collaborative innovation, serving as a pioneer and main force in implementing CCCG’s “Four-Step” strategy.

Song Hailiang emphasized that CRBC shall earnestly study the spirit of CCCG’s work conference, fully implement the Overall Guiding Opinions, and resolutely execute the “1545” Development Strategy and the “123456” General Guidelines. CRBC shall adhere to innovation-driven development, prioritize strategy implementation, focus on value enhancement, and intensify capacity-building, thus better underpinning CCCG’s successful launch of the 15th Five-Year Plan and its great efforts in comprehensively opening a new chapter of high-quality development and building a world-class enterprise. First, CRBC shall seek progress while maintaining stability, with the focus on tangible results in “progress” to drive, consolidate, and broaden stability. CRBC shall thoroughly internalize the spirit of the Overall Guiding Opinions to identify key linkages, transformation pathways, value drivers, and innovation fronts. It shall anchor overall stability through regional steadiness, build global competitiveness via industrial chain collaboration, and catalyze high-quality development through strategic investment. The goal shall be to establish multiple flagship demonstration projects and build regional markets valued at tens of billions of yuan. Second, CRBC shall uphold fundamental principles and break new ground, with breakthroughs centered on “innovation” to drive reform through new concepts, new technologies, new mechanisms, and new models. Guided by the “Three Major Paradigm Shifts”, CRBC shall break rigid mindsets, path dependence and institutional shackles, and upgrade from a simple engineering contractor to an integrated comprehensive service provider, from a project deliverer to a full-value-chain value creator, and from a regional market leader to a comprehensive hub reaching all regions. All these will help CRBC develop into a comprehensive platform that links global resources, integrates internal resources, and innovates industrial ecosystems. Third, CRBC shall solidify foundations and strengthen core capabilities, focusing on the “fundamentals” to drive performance through a strong organization, quality talent, sound institutions, and a vibrant culture. CRBC shall uphold the model of “Streamlined Headquarters, Broad-based Platforms, and Strong Synergy”, focus on the management of merged enterprises, overseas operating institutions and adaptive organizations as well as high-quality project management, and intensify the development of the “Four Core Competencies” of its leadership. CRBC shall abide by the principle of “People-Oriented, Striver-Focused, and Value Creator-Driven” and vigorously advance contractual management and differentiated incentives. CRBC shall insist on “Rigorous Execution, Binding Constraints, and Ironclad Fulfillment” and strengthen the closed-loop oversight of institutional implementation. CRBC shall embrace the philosophy that “Culture Builds the Soul, Unites the Workforce, and Empowers Development”, integrate the “Ten Core Strengths” into its corporate DNA, and embed the “Six Cultural Pillars” and “Ten Tenets” across all overseas frontlines. Fourth, CRBC shall put rigor first, leveraging political rigor to steer all operations, strict discipline to forge the team, uncompromising compliance to fix root issues, and full accountability to secure the bottom line. CRBC shall uphold the Party’s leadership and advance full and strict governance over the Party and stringent management over the enterprise. Moreover, it shall deeply understand the essence of General Secretary Xi Jinping’s important instructions, and translate them into a political, intellectual, and action-oriented resolve to bring order out of chaos, eliminate vice and exalt virtue, and discard the old and establish the new.
Du Fei delivered a speech titled “Anchoring the ‘666’ Strategic Framework and ‘1545’ Strategic Goals — Staying Down-to-Earth in Conduct, Taking Initiative and Responsibility in Work, and Building a World-Class Enterprise in All Respects through High-Quality Development”. He pointed out that over the past year, the Party Committee of CRBC thoroughly implemented CCCG’s strategic plans. It kept a steady course on stability, seized the initiative to drive change, fostered new drivers of innovation, and opened new horizons for progress. As a result, CRBC now enjoys a sound momentum of sustained, high-quality and innovation-driven growth. During the 14th Five-Year Plan period, CRBC achieved significant progress in six areas: new heights in scale and profitability; new milestones in serving national strategies; key breakthroughs in transformation and upgrading; comprehensive gains in quality and efficiency of Party-building integration; overall reshaping of governance efficacy; and a stronger culture of pragmatism, accountability and integrity.

Du Fei stated that for its work in 2026, CRBC will uphold the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the guiding principles of the 20th CPC National Congress and all plenary sessions of its Central Committee, and fully act on General Secretary Xi Jinping’s important instructions for central SOEs. Furthermore, CRBC will comprehensively apply the new development philosophy and accelerate the creation of a new development pattern, while adhering to the general principle of seeking progress while maintaining stability. Operationally, CRBC will take CCCG’s Overall Guiding Opinions as the overarching guide, follow the “Three Stabilities, Three Transformations, and Six Upgrades” development philosophy and the “123456” implementation pathway, and focus on the “Two Foundations and Four Priorities” work theme and the “Six-in-One” work system. In parallel, it will intensify the “Four Core Competencies” of the leadership and practice the ethos of “Staying Down-to-Earth in Conduct, Taking Initiative and Responsibility in Work”. All these efforts will drive it toward a world-class enterprise in all respects. CRBC will focus on “two foundations” — safety and compliance — and “four priorities”: major project development, project management, receivables reduction, and strong cash flow. In parallel, it will fully implement the Overall Guiding Opinions, strengthen its strategic role, and deliver greater value to CCCG.
Du Fei stressed that CRBC will align its annual work with CCCG’s Overall Guiding Opinions, focusing on six priorities: Party-building guidance; strategy implementation; improvement in quality and effectiveness; risk prevention and control; conduct improvement and discipline enforcement; and talent development. CRBC will consistently leverage high-quality Party-building to drive high-quality growth, implement the tasks set out in the Overall Guiding Opinions as a whole, and develop a well-designed 15th Five-Year Plan. It will ensure that all its departments and employees take full ownership of their responsibilities — showing no hesitation in market expansion, constantly raising the bar on project management, targeting higher operational efficiency, and working as one team on post-merger integration. CRBC will give priority to the “Two Foundations and Four Priorities”, as well as to overseas risk prevention and control, work style improvement, cultural development, and talent building. With an unwavering spirit and resolute confidence, CRBC will ensure a solid and high-quality start to the 15th Five-Year Plan, and contribute even more to CCCG’s full-spectrum, high-quality development and its drive to become a world-class enterprise.
Wang Lijun delivered a work report titled “Strengthening Leadership and Coordination, Intensifying Capacity-Building, Implementing New Strategies and Paths, Striving to Embark on a New Journey during the 15th Five-Year Plan Period, and Accelerating the Building of a World-Class Enterprise”. He noted that over the past year, under the strong leadership of the Party Committee of CCCG, CRBC adhered to the general principle of seeking progress while maintaining stability, united and led all employees in hard work, and satisfactorily completed the annual targets and tasks assigned by CCCG. All its efforts have focused on six aspects: enhancing its global presence to expand integrated operational advantages; optimizing project management to improve fulfillment quality; deepening systematic reform to unleash development vitality and momentum; enhancing technological support to unlock value from innovation; reinforcing risk control systems to consolidate safety and compliance; and upholding Party building guidance to strengthen the political and cultural ecosystem.

Wang Lijun stated that regarding its work in 2026, CRBC will fully implement the guiding principles of CCCG’s 2026 Work Conference and accelerate its pursuit of overseas priority, high-quality, and coordinated development, with CCCG’s Overall Guiding Opinions, the “1545” Strategic Goals, and the “123456” General Guidelines as the overarching guide, and guided by CRBC’s “Three Stabilities, Three Transformations, and Six Upgrades” development philosophy and the “123456” implementation pathway. CRBC will mobilize all employees to fulfill their responsibilities, carry forward the “CRBC Spirit”, and continue to strive with dedication, thus accelerating its march toward high-quality development and the goal of becoming a world-class enterprise. In terms of its operations, CRBC will resolutely drive steady improvement in the “Five Values”, strive for a breakthrough in newly signed contracts, achieve stable year-on-year growth in operating revenue, total profit, and net profit, meet loss-reduction targets for acquired enterprises, and continuously optimize quality and efficiency indicators. CRBC will also strive to secure its position in the first tier of CCCG subsidiaries for high-quality development and comprehensive contribution, and reach the medium-to-upper level among comparable world-class enterprises.
Wang Lijun emphasized that in 2026, CRBC will intensify its focus on accelerating the building of a world-class enterprise, leveraging the task breakdown of the Overall Guiding Opinions and the annual objective management manual to advance seven priority areas. First, CRBC will deepen Party-building guidance to forge its dual-core advantages through the development of “Four Core Competencies” and ensure effective strategy implementation. Second, it will improve scale and quality to strengthen its operational base using the “Five Business Matrices” and expand room for growth. Third, it will enhance project management to increase brand value through a “quality-first, market-driven” approach and improve fulfillment performance. Fourth, it will upgrade operational control to strengthen functional value via “market-based mechanisms” and optimize task alignment. Fifth, it will advance reform and innovation to empower the organization through “tailored solutions” and unleash vitality and momentum. Sixth, it will strengthen risk defenses to consolidate its safety posture through “rigid controls” and ensure long-term resilience. Seventh, it will reinforce resource coordination to seize opportunities and gain a competitive edge through “six-dimensional capacity-building”.
Ye Chengyin, Deputy Party Secretary and Chairman of the Trade Union of CRBC, delivered a trade union work report titled “Aligning with the Strategic Blueprint, Uniting Efforts to Write a New Chapter for CRBC Together”. He summarized the trade union’s work over the past year and stressed that in 2026, the trade union will focus on CRBC’s central agenda in line with CCCG’s Overall Guiding Opinions. It will fully implement the work plans set by CCCG and CRBC’s Party Committee, integrate Party-building with trade union activities, and build a shared ideological foundation. It will channel collective strength into key goals, improve trade union services to enhance employee well-being, strengthen democratic management to unleash development drivers, and standardize trade union operations to empower grassroots organizations. Ultimately, it will mobilize all employees to act with integrity, diligence, passion and accountability, and contribute the trade union’s share to CRBC’s efforts in achieving full high-quality development and becoming a world-class enterprise.
CRBC’s external directors and its Beijing-based leadership team members attended the conference in person. All headquarters employees, heads of overseas offices and their chief financial officers were present on site, while overseas staff joined via video link.
