Second, it shall focus on core tasks to ensure the full implementation and tangible effectiveness of the “Twelve-Point Implementation Requirements”, with particular emphasis on fostering safety awareness, strengthening risk prevention and control for large-scale structures, and conducting safety inspections that penetrate grassroots levels to deliver practical results. Third, it shall strengthen pragmatic accountability by seizing the “Three Key Priorities”, closely monitoring the “Five Dynamic Indicators”, and advancing the “Building of Three Core Capabilities”, leveraging a rigorous and down-to-earth work style to elevate QHSE performance to new heights. Fourth, it shall implement safety and stability requirements during the Spring Festival and the Two Sessions period, executing measures with meticulous attention to detail to safeguard overall harmony and stability.

Wang Lijun delivered detailed arrangements for CRBC’s QHSE work in 2026 and put forward four requirements. First, CRBC shall clearly recognize the current internal and external safety situation, pinpoint key areas for safety efforts, and thoroughly understand and effectively implement the “Twelve-Point Implementation Requirements” on work safety. Second, it shall anchor core goals, follow the fundamental principle of balancing development and safety, and integrate the “Twelve-Point Implementation Requirements” on work safety into the entire work process. Third, it shall strengthen execution at all levels, focus on key priorities, and use the “Three Penetrations and One Guarantee” as the core framework to ensure tangible results of all tasks. Fourth, it shall strictly implement requirements for work safety, legal compliance, and adherence to local norms during the period around the Spring Festival and the Two Sessions, and prevent all types of accidents and incidents.

Zhang Xiaoyuan presented the QHSE work report at the meeting. The report stressed that CRBC shall follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the guiding principles of the 20th CPC National Congress and subsequent plenary sessions, and uphold the principles of putting people and life first, pursuing green development, and balancing development and safety. CRBC shall shore up weaknesses, uphold bottom-line thinking, forestall and defuse major risks, advance the ongoing resolution of major potential safety hazards, and strictly implement CCCG’s “Twelve-Point Implementation Requirements”, thus underpinning high-quality development with high-standard QHSE management.
